He didn't want to be the emperor. It's hard to be a good emperor when you have to demilitarize everyone and tell them "if you keep fighting I'm going to nuke your ass", and that threat doesn't hold up if you release all the rebel leaders.
Also a big part of it was that he wanted to give the world hope. Instead of everyone being under a benevolent dictator that they're still scared of because he has flying nuke fortress he wants them to feel liberated and free which his death achieves.

And he wouldn't want to be a benevolent dictator in the first place. He didn't want to be emperor. He wants to go fuck sheep with his waifu.
