Reki was born a teenager (a young teen), the little haibane are around 6 to 7 y/o max.

Reki's true name is written inside the wall, like all other Haibane. The Communicator has access to that part. Her name changed when she finally and sincerely asked for help, something Rakka gave her after hearing what burden she suffered from.

It's basically Nemu (with Rakka's help) coming up with her own personal interpretation of the world she lives in, and most precisely the mysteries surrounding it and the questions that stem from them. This whole episode is an invitation for the viewer to do the same. It's the """climax""" of the 1st part before the questions asked become actualized in the 2nd one.
