As someone who's finished the game, I recommend that if you're only interested because of the ロリ just download the game and a save file. The game is excessively long without too much substance and not worth reading in its entirety in my opinion. You won't even need to know much nip to enjoy the hscenes.

Almost all commercial games are fully voiced with the exception of the MC. In this case, MC is voiced except during h-scenes. If you weren't aware, this game uses a thing called e-mote so that all sprites and CGs move, which is one of the selling points of the game. Think Nekopara style movement, if you're familiar with that.

The way Maitetsu works is, once you're finished with the routes, you unlock the "bonus h-mode." Unfortunately the version they're translating doesn't have that as option. There's not going to be a button to click on. It's not like other games, where the h-scenes appear in the middle of the route, and so it's easy to just put them back in.

So anyone who translates the h-scenes, would also need to recode the game to make the h-scenes accessible.

The alternative would be to take the original japanese Maitetsu, and transfer all of the English translations over to it, and then add in the h-scene translations. But let's be honest. Translating h-scenes isn't much fun, and anyone who is willing to do that probably won't also be willing (or even able) to go to all of the work necessary to make those scenes available for everyone.
