Because comedy anime generally aren't dated by their material, especially ones like Azumanga that focus more on absurdity or surrealism than pop culture references or boke/tsukkomi shit. And the animation is still more than watchable; it helps that it isn't focused on being flashy or well-animated, and the art-style and character designs are pleasing to the eye.
