It was well animated at the cost of everything deforming. It was Naruto vs Pain during most action scenes. Some people see that as kino, others see it as garbage.
I like to see Birdy Decode as a precursor to the Tatsunoko Yozakura Quartet anime. The former showcased the rising digital animators at the time and Yozakura did the same years later when it came out. By then the then-young animation stars on Birdy Decode were experienced enough to direct and supervise, working with a new generation of digital animators. As much as I enjoyed Yozakura, I still prefer Birdy for the more physical action scenes.

Funny you should bring Naruto vs Pain up since that episode had some the same animators who did a lot of work in Decode. In Birdy, I'd say only Tomoyuki Niho's work was spotty at times. The rest were great and even Niho himself did some of the best action scenes in the series.
