Both are good shows, they have a very different approach though. Lain's imagery is harder to grasp since it presents it in a mindfucky way whereas Haibane's is more poetic and perfectly woven into the narrative. It mainly depends on your personal preferences.

I prefer Haibane too, because the show also manages to be enjoyable on a basic level with poignant drama and cute SoL moments.

Always thought Haibane was really average. It rips the setting from Haruki Murakami, which is already bad enough considering he's not a good author, but a lot of the symbolism and conceits driving the narrative are just really unsubtle and aren't particularly evocative. There was an underlying element that was kind of comfy from an atmospheric pov but aside from that nothing else stands out as particularly impressive. It's just a really boring attempt by Abe to pretend like he can write an anime instead of just designing characters for good ones.
