No matter how strong it is, a commoner isn't a hero, put in the worst context he'll still act like a commoner, or something like that. The panneling was also spectacular, even more than usual. When a cocky carefree guy like Suiryu; whose whole fighting life, he's had it easy and been pretty much unbeatable, finally encountered an opponent he couldn't beat (Saitama) he got angry, but ultimately shrugged it off, thinking he'd never see anyone like that again. He'd ignore that and still live his life, because he technically won. As long as he won, it was fine.
When he encounters a genuine threat he cannot beat, he got scared. He is truly seeing Gouketsu as a 'Monster' and he cannot handle a true 'Monster'.
He looks at Gouketsu the same way a civilian would look at any average monster,

Living your entire life thinking you're practically invincible, or just the strongest person around, but then finally running into a problem you're too weak to deal with can really make a person experience true fear. It's worse when the person is also a cocky selfish ass who thinks too much of themselves.
That's what Suiryu experienced. He's not cut out to be a hero with that attitude, because he's only ever fought for himself, and that's it.

And next chapter, you will see that NOW there is evidence to say Gouketsu is an extremely strong Dragon threat.

You know, now that I think about it, Sea King was classified Demon level right at the start of the arc, in his dried up stage before he had wrecked TWO S-class. It wouldn't be too far fetched to say that his wet form could be borderline Dragon.

I mean, if we take into consideration the other kings, it could work:

1. Subterranean King was defeated by Saitama without facing anyone else, so we had no way to gauge his powerlevel
2. Sky King was beaten by Melzalgald, another dragon, and if
3. Ancient King was beaten by Tatsumaki, plus with his size it's much easier to believe he's a Dragon
4. Just look at how Monster King has been hyped up this arc
5. Forest King is possibly a Demon, but then again, he could just be low tier among the kings, since according to the Ancient King only the Sea and Subterranean Kings were the real deal that kept him from making a move

Than on top of all that you have the special cases like Tatsumaki, who has an utterly terrifying amount of power an could kill the vast majority of monsters that we've seen so far by herself.

We all fucking know Saitama would destroy Gouketsu in ONE PUNCH, so why even hype him up? That's what's stupid about this manga, they hype up these strong demons and monsters but obviously Saitama can defeat each them in one hit. I guess they're giving screen time to all the other heros and Saitama will just be a last resort kind of thing I guess.

Regardless of how much damage the protagonist takes you know he's going to be fine, it's all smoke and mirrors. When you read enough stories the patterns they share start to become painfully obvious. OPM is designed to be a parody/subversion/whatever of some of the more tired tropes.

Almost every S-class hero is a archetype. The whole them of hero's fighting monsters is a genre that Japan has literally dozens of. Just because you don't know what they're based off of doesn't mean the parody isn't there.
Parody isn't even a genre, basically every popular movie these days parodies or "pays tribute to" some other work in their own ways.
