Metal Bat's power is the fluctuating kind where he gets stronger. We don't know what his upper limit for fighting spirit is, but it's definitely at the level where he can handle Dragons on the level of the MA monsters at the battle royale, so it shouldn't only be at the level of dealing with a Bakuzan level opponent, if there's anyone who would think that.
He hasn't really shown any sort of weakness in a fight, though. He was still raring to go against Garou at the end of their fight. Against Elder Centipede, he was able to cause some rather painful damage for the former before getting thrown off.

That's not really a weakness, anon. That's just Garou being a martial artist. He has excellent reflexes and speed; he could consistently keep Melzalgald's head from flying away and escaping and he was able to spot and grab at the latter's bead. His technique isn't something that can be taken advantage of; it's simply that Garou has more, being one who specializes in it.

No matter how strong it is, a commoner isn't a hero, put in the worst context he'll still act like a commoner, or something like that. The panneling was also spectacular, even more than usual. He'd ignore that and still live his life, because he technically won. As long as he won, it was fine.
When he encounters a genuine threat he cannot beat, he got scared. He is truly seeing Gouketsu as a 'Monster' and he cannot handle a true 'Monster'.

I mean, if we take into consideration the other kings, it could work:
1. Subterranean King was defeated by Saitama without facing anyone else, so we had no way to gauge his powerlevel
2. Sky King was beaten by Melzalgald, another dragon, and if
3. Ancient King was beaten by Tatsumaki, plus with his size it's much easier to believe he's a Dragon
4. Just look at how Monster King has been hyped up this arc
5. Forest King is possibly a Demon, but then again, he could just be low tier among the kings, since according to the Ancient King only the Sea and Subterranean Kings were the real deal that kept him from making a move

It's not just that, those chapters had a large focus on his character, a lot of inner thought and very detailed emotional scenes included, and his actions were linked to what the other characters did and to a couple of OPM main themes. He was basically the MC of this arc (or, better, he became that after saitama left), and he's clearly on par or stronger than some of the low s-class tier. There is too much work there to directly dismiss him as fodder. You could be right and everything, that wouldn't change that it would be a strange and an objectively bad waste of work.

While after this chapter I agree, it must be also said that this arc already introduced tons and tons of things that right now look "unnecessary" to us web comic readers, but they are still here ad will be used in the upcoming real MA arc.
Or he will get some chara development during the MA arc (and that could give a purpose to existence of monster-bakuzen, for example), or ONE has no idea of what to do with him after giving him so much space and will focus on many other unnecessary things. In the latter case it won't feel like something well planned, especially when such a slow arc ended so abruptly with 0 focus on the character it had focussed until that point.

Not really, Tatsumaki was always been cocky as shit. This isn't the first time a monster was able to walk away from a battle with her (Demon Fan and Do-S). The sneak attack only shown that her cockiness is a weakness that would eventually lead to her downfall
For Demon Fan she underestimated its durability, soo you'd think ONE would have shown that Psykos faked her defeat or something. Here it just hapened totally offscreen and felt unnatural. Genos has the fire power to damage a Dragon Level(even before his latest upgrade), but Genos isnt that much of a smart fighter and he has one of the worst durabilities among the S class heroes.
I could see him lose to Bakuzan because Bakuzan has better durability
but he literally gets torn to nothing but his head and his spine, his last fight ended with, "i need to call recovery drones"

I'll say this again. Just the force that was sent to subjugate the MA (which isn't even all the heavy hitters) would have stomped the shit out of the MA had they actually worked together.
Hell, if Tats had simply made sure Psychos was down for good, the MA would have gotten stomped right there anyway.
The real problem was always Garou.
Well for one thing, the vast majority of monsters are not as strong as Goutetsu and would die to just one S Class hero.
Then even for stronger monsters, there's the danger of being ganged up on by multiple heroes.
Goutetsu would be killed if he ended up with 4 or 5 S Class all attacking him at once. Which is what happens if you're not careful and let them pin down your location.
Than on top of all that you have the special cases like Tatsumaki, who has an utterly terrifying amount of power an could kill the vast majority of monsters that we've seen so far by herself.

Regardless of how much damage the protagonist takes you know he's going to be fine, it's all smoke and mirrors. When you read enough stories the patterns they share start to become painfully obvious. OPM is designed to be a parody/subversion/whatever of some of the more tired tropes.

Almost every S-class hero is a archetype. The whole them of hero's fighting monsters is a genre that Japan has literally dozens of. Just because you don't know what they're based off of doesn't mean the parody isn't there.

At one point Garou (or maybe it was someone else) says that he is supposed to be justice itself personified. That's not necessarily true in the context of the story
I think however that he embodies the author's beliefs (just like the rest of the manga does in one way or another) and it seems to me that the author thinks villains will always lose in one way or the other in the end — hence why everything seems to be at its most dire then Saitama comes in and saves the day.
Stop focusing on Saitama and focus on the other heroes and you will get a lot more enjoyment out of reading the manga than if you look at the character who might or might not be a personified plot device.

No more than a ton of other characters that were even less important in the long run, there's multiple chapters that focus on "some dude" in One Punch Man's world where the chapter focus never shows up again. He was there to be an interesting contrast on the meaning and freedom of strength and what it implies about your character. He served that purpose, so there's no need to keep him around forever.

Aqua was a "joke" character; the god NPC that gives the hero a short tutorial and is never heard from again. Darkness, a masochistic tank. Megumin is a cast that can only cast one spell. They're all jokes based on the standard genre formula. None of them crack jokes that are that funny on their own but the humor is in their situation as a whole.
