If anything, all he did was prove that Geass is a double edged sword if used too often, That others have geass and that CC has been around the world trying to get others to fufill her contract.

But all of that could easily of been answered in the Euphie massacre when lelouch loses control of his own geass.
Then S2 would prove that others have geass which wouldnt be surprising since Britannia has been conquering countries to find relics and locations related to geass.
And as for CC, it was obvious she's been around through her brief flashback in Narita when lelouch touched her shoulder and you see visions of her being killed through time, including WW1.

I guess His purpose was to extend the story outside of the warfare and to put Shirly out of the spotlight.

He parts still suck though. I always skip his episodes.

Seriously people always shit on the carnival showdown episode but overall Mao and his episodes were fucking great.
Lelouch being forced to use his geass on Shirley, using it on himself and Suzaku's murder being exposed are fucking highlights of the entire series.

Through him we learned some of the finer mechanics of Geass, and of CCs chatacter which had still been pretty mysterious up until that point. That CC in turn has abandoned numerous former lovers in pursuit of her ambition.

He also progressed the Shirley sub plot. He is legitimately one of the more important characters in the story.
