The whole point of the last arc (last couple of arcs, actually) was that Hayate didn't want Nagi to depend on him.

It's true that Hayate had never considered Nagi a romantic partner, but the point of the last arcs wasn't about that. It was about Nagi slowly becoming less dependent on Hayate and thus Hayate starting to wonder the point to their relationship.

We skipped the point where he actually falls in love with her, true, but it's not hard to understand what was going on if he spent two years stalking her ("to make sure she's alright on her own") while seeing her grow independently.

That's less romantic and more you know, him still treating her like a sister/daughter. If Hata wanted a proper non bullshit Nagi end, then there needs to be an arc about Hayate actually putting aside the guardian/ward part. Again, that's another major turning point for their character dynamics... which Hata skipped. Like the other anon point out, prior the time skip, the entire chapter is even dedicated to Hayate specifically saying it wasn't romantic.

What part are you not getting? Hayate falling in love with Nagi wasn't the point. It's a by-product. This was a gag manga with romance elements, not a romance manga, and the most "plot" significant parts of it are the set up for the manga's situation which all started on chapter 1: Hayate's lack of luck and debt, Nagi's dependence on other people and her misunderstanding.

If you're a Hinagiku fan, I can understand why you would feel differently, since Hina's most important characteristic was that she was in love with Hayate, and her climax happened off-screen. But for Hayate and Nagi, falling in love wasn't as important in their character acts as for Hina or Hamster.

Damn, you're dense. He starting watching over here as a guardian, he continued to do so after he found out there was no need anymore because he fell in love with her in the meantime.
