It isn't, but the adaptation made it look like it was doing four things at the same time—a love story, a school-themed mystery, a journey of a music band, and a coming-of-age story—and made a mess in the process.

Pretty sure that P.A. wouldn't get this show adapted if not for Hibike. It won't be the first time it happened; remember that Gosick, Ikoku Meiro and Dantalian no Shoka all aired within a year.

Animating instruments being played is the hardest thing you can animate. That's why it always looks lackluster. Some music-oriented anime opt to use stills or even worse, CGI while music plays. Looking at you, Nodame.

HaruChika was announced as an anime before Hibike even finished airing and, in all likeliness, was greenlit long before that. I doubt there's any connection.
