What exactly is "it's way"? The entire manga basically serves to add-on to the Index world. Outside of her encounter with Touma during Acqua's arc, nothing of significance happens with Mikoto for a long time so they're using some world-building to bridge the gap from the Daihaseisai to WW3. I don't see any problems with that.
As for Index, it's true that the Kamisato arc has dragged on for too long but there's no doubt that NT18 is going to kick off the type of wild ride the series is known for.

The thing about teleporters is the limited range of their teleportation.

Most of the Level 5s have the ability to launch projectiles at distances far greater than what teleporters can achieve.

That said, teleporters are still some of the deadliest level 4s there are. And if not for Awaki's whatever the fuck was wrong with here, I'd say she was one of the toughest level 4 combatants.

Kuroko paying Awaki back with a corkscrew is still one of my favorite "fuck you too" moments in the animated adapted parts of the series.

And 99.9% of them are proven false and/or too situational to work. As in, Mikoto would have to have prior and intimate knowledge of Accel's abilities and AIM field, of which she could not possibly know, while Accel has no perks at all.

Any other argument is shot down instantly with the OOC clause. You see, most people that say that Mikoto could do "X" to kill "Y" don't realize that she is a massive moralfag and holds back her power all the time to not kill people. It is completely out of character for her to kill. So, if you set up a scenario where Mikoto is OOC and is completely out to kill the target (Accelerator), no holding back, I can just as easily apply the same logic to Accelerator. Which means that instead of fucking around, he goes OOC and kicks a rock at her skull at mach 50, goes white wings right from the start, etc.

In short, Mikoto can only win in an extremely retarded set of circumstances and coincidences, in which a 14 year old pampered girl witnessing the murder of her clones for the first time must some how become a stone cold and experienced killer that pushes her powers to the limit, have a lengthy chat with one of the few people in the world that know how Accel's powers operate, train herself to over ride basic muscle memory, and then bank her entire strategy around Accelerator's personality flaws. The number of coincidences that need to take place for this to work make Touma's fight with Accel look extremely well thought out by comparison, and that's saying something. This match up would be equivalent to Touma trying to beat a Saint in a 1v1 fistfight or something. It's just not happening.

tl;dr: Your waifu can't win against Accel unless you bring literal fanfiction tier plot contrivances into to mix. Get over it.

Touma is a Gary Stu until a certain point, bad adaptation or not. It does get better when the story kicks off, which only begins to start at the end of S2. If you're not planning on reading the novels, too bad for you because you will not see him become a better character.
