Flat girl (the one on the image you replied to) likes him. She's a tsundere childhood friend who is pretty much expected to lose.
The other girl, well, it's harder to tell. She does like the MC, looking at the new chapters probably even more than a friend, but like the anon above me said, she doesn't seem to have any sexual thoughts. But the author likes Ane Naru Mono, so maybe he read Otona no Dagashi too and makes it partially canon someday. She's thirsty as fuck there.

Her original goal was to get Kokonotsu to take over the shop so that his father Yoh would agree to work for the Shidare Company.

When Hotaru comes back and hears that Hajime calls Kokonotsu "Manager", she counts that as Kokonotsu having finally inherited Shikada Dagashi. She also says that she wants Kokonotsu to work for the Shidare Company too.
