Some Anon keeps saying it's Hagakure as the "missing person" in that weird panel "11 people mentioned, ten people shown" panel from chapter 83. That the medical symbol the narrator sees is actually just a bandage for Hagakure's head or whatever.
I took the liberty of going back to check - no, Hagakure is NOT grouped with Izuku and the 9 others here.
The narrator mentions four groups. The first two are what matter - the other two groups are the uninjured, and Bakugou
First group are the students injured by the gas villain's attack. There's 15 students in total in this group, including Hagakure and Jirou
The second group is the one in question: The narrator says "Eleven students suffered degrees of varying degrees."
Only ten people are shown visually in this group, however, despite the narrator saying eleven. One Anon keeps insisting that the injured symbol in the middle of the ten people is Hagakure wearing a bandage, but that's not true - we don't see Jirou in this group.
Furthermore, we can account for the eleventh person just fine, since the missing person did not get away from the villain attack "without a scratch", nor were they kidnapped or gassed. They were stabbed in the arm and drained ofb blood - and since Tsuyu qualified for the "injuries of varying degrees" group with a nicked tongue, the missing person would too. The missing person to fill out the eleven in the second group the narrator mentions is Ochako. It ain't Hagakure.
And here's the panel by itself if you're completely lost. 11 people mentioned, 10 people shown.

Shinsou - sure, he can beat anyone w/o plot armor the first time. But other than him - all melee types - no chance; Momo, Ochako, Denki - no chance; Ashido, Bacon, Bakugo - probably no chance if he grapes them from far enough. Only Tenya, Ibara and Tokoyami would've beat him.

In the manga it's just one panel per quirk, but animated and voice acted it takes much longer. Kiri and Tetsu's where needed for the gag, I'm guessing they kept the rest for the benefit of the anime audience.

So it's more unfair than the "injuries of varying degrees" panel, but you have to do here what you do there. Though it's hard since the narration is juxtaposed with a door that literally says "Izuku Midoriya" on it, you have to use the details of the narration itself and see where it differs from what you're being shown.(Just as the narrator mentioned 11 people, yet the manga only showed 10)
Just as you use the narrators mentioning of different groups to deduce that Hagakure isn't the 11th/missing person shown with Izuku, the narrator saying they lost all memories of the attack is a clue that the narrator for 83 isn't Izuku.
Because unlike the narrator, Izuku remembers the events of the attack just fine. He remembers he couldn't save Bakugou.
Meanwhile, there are several huge clues that Ochako was hospitalized from her injuries. First off, her injury is more severe than it seems - she was drained of nearly a gallon of blood going by the size of Toga's blood sucking backpack. Secondly, in the chapter itself, Ochako cuts Iida off before he can tell Izuku about any other injured people - it's subtle but you can see her do it in this page.
Finally, Ochako's whole "weird feeling" in the Provisional Licensing Exam - that's not romance, that's not regret for being the tr-8r - that's amnesia!

If anything, it's more whitewashing than black washing if you don't agree with race changing to begin with.

It's probably more to do with marketing demographics than anything. Asian Americans aren't a large portion of the population so you don't need to market to them that much. Changing the race of most of the character covers your base for white Americans and throwing in a black guy as one of the main characters covers that base. Ultimately, ensuring as many people as possible watch their movie is the main driving force.
