Kind of. It's a collection of different shorts that don't really have a narrative. Worth viewing though. It has a different feel from most anime because of the way it is presented/the story. There is also an older film called Neo-Tokyo which has the same "premise" (various bizarre short animations)

The second short is a twenty-minute fart joke.
