The point of Mari's character is to be Asuka's Kaworu, i.e a shallow and shitty character made to bring in homoshippers and increase Asuka's fanbase.

This is why Sadamoto is frustrated that they made him design a character which they won't even develop because it's just a scheme to increase Asuka's popularity.
