Now here's the key scene. Levi recalls the conversation he had with Erwin and the two things he decided: he told Erwin to throw away his dreams, to give up on the very thing he cared about and drove him all these years. And he promised in exchange that he would defeat the Beast Titan.

Levi didn't kill the Beast Titan. He traded Erwin's dream for something he couldn't follow through on. To bring Erwin back would be to both admit that Levi threw away Erwin's life, and to bring back a man who wouldn't have much drive left to live and make him a shifter, an asset of humanity, someone who couldn't give up fighting. How do you force a man like Erwin to become that key second shifter? And how does Levi deal with those 2 guilts? Armin is the safe choice both to keep a shifter active in battle, and for Levi to not have to admit to his mistakes.

People are calling samefag and complaining about pasta, I don't care, I just think that there's something interesting going on in Levi's head, above and beyond the binary choice he had.

As you can see, he was already considering Armin before giving the injection to Erwin, but once he saw the source of his motives, Levi let Erwin go and chose the kid who's first stop towards freedom is the ocean.

It may not make sense to Flocke or even Armin himself, but after Kenny died manlet did what he thought was best for humanity, since Armin has something that "other people lack".
