Carrot doesn't really look like any of the Straw Hats. Her anthropomorphism gives her some similarities to Chopper and she is a cute girl so she shares that with Nami, but she very easily stands out otherwise. If you only saw a sliver of her body or a character were to describe her, you still wouldn't confuse her for any of the Straw Hats.

Pedro, on the other hand, doesn't just have that same anthropomorphism, but the eternal cigarette hanging from his mouth and his blond hair flowing over one of his eyes makes him look very, very much so like Sanji. From a purely objective stance, bearing a passing resemblance to a crew member would not make someone exempt from joining the crew, but you have to understand from a writing perspective that the author would be designing a future crew member with them joining in mind, and thus probably would not waste the potential to give them unique features to better stand out. It is this same argument that people use against Carrot joining when they already have an anthropomorphic character in Chopper and it does twice as much damage to Pedro's chances.

>Desires and Reputation
Straw Hats in their native environments typically stick out like a sore thumb; they're always outcasts and/or prodigies. They also tend to have bonds or goals that can't be realized sitting at home. These two things make a life of pirating enticing. Only in a vehemently passionate debate could Pedro be seen as sufficing in these two categories. Pedro has no goals beyond simple retribution, which Oda has spared plenty of expense in telling us, as his interest in achieving that retribution was promptly explained and passed. A desire of this magnitude is typically felt in secondary characters, not Straw Hats. Similarly, he is only an outcast in the sense that he was a pirate once, where hence his desire for retribution stems. He doesn't think he'll live much longer and, whether he lives of dies, his goals will be met by the end of the current saga, leaving little room for him to suddenly become reinvigorated with an adventurous spirit and want to continue conquering the New World. He is merely Luffy's guide around Totto Land and this is why he stands out among his musketeer peers.

Carrot is different, because she has no narrative purpose for being in the story right now, unless it's to eventually become a Straw Hat. Looking at her desires, she has only one, and that's to see the world, a desire she seems to want fulfilled even in her country's dire predicament, allotting to stowing away on their ship instead of asking in fear of being very understandably turned down. Her original estimation that the world was small and her adventure to Whole Cake Island would surely be short was incorrect. For another character, the idea that her adventure in the current and upcoming arcs would be enough to satiate her desires as she becomes aware of the horrors of the world would be understandable, but she professes this desire to see the world even after her run-in with Jack and the Beasts Pirates who nearly wiped out her entire country and race. She continues to face down members and allies of one of the strongest crews in the world without showing any sign that it's become too much for her. In fact, her interests appear to even be growing as she became elated at the verification of the existence of giants. Presumably, a character of this nature, is not going home soundly. As far as her reputation goes, she is a ruler's aide, which allows her a flexible sleep schedule unlike the majority of her peers, something important for an adventurer, and Pedro himself commented that her fighting capabilities were unique. Yes, it's Pedro himself saying Carrot sticks out.

One Piece, especially the Straw Hats, practically revolves around gags and many fans had a cold reception of Robin over the years due to her lack of them. In recent years, Oda has taken to fixing this, as Robin has always been an anomaly. In fact, Robin is the only current Straw Hat that bears almost no resemblance to any of Oda's early concept art and she was introduced early on in a saga that Oda didn't originally think he'd ever even write. It is completely possible that Robin was something of a spur of the moment addition to the crew, and in fact, her role on the ship is only justifiable by the unique secondary plot of One Piece: the story of the Void Century and the Poneglyphs, which was unveiled in the same saga as Robin herself. It raises the question of whether something similar could ever happen again, but I think most fans would say it couldn't. Not only has One Piece been full of steam with no end in sight for over a decade now, the last person to join the Straw Hats was introduced over a decade ago, as well. Suffice it to say, if two more people really are joining, Oda's already had them long thought-up.

It is then interesting to note that Pedro has virtually no gags whatsoever, perhaps maybe a socially insensitive ruthlessness and the gags typical of a Mink. Carrot, on the other hand, while kept mostly in the background during Zou, was revealed plainly why after her appearance on the Sunny: Zou was an arc where we got an exposition dump from, not just anybody, but her straight man counterparts. Carrot, herself, is practically erupting with gags, even ignoring the ones typical for a Mink, and Oda has continued to play up her comedic value throughout the Whole Cake Island Arc. One joke that was spawned from her is even one that I and some others predicted would be saved for a future member of a specific role: the senior/junior relationship that the cabin boy (or girl) would likely take with the more experienced and older Weakling Trio, in spite of their actual battle prowess, which was seen with Chopper asking Carrot to call him "big bro" (which she promptly and innocently fucked it up). The quantity of gags Oda has devoted to Carrot is not only reminiscent of Franky's or Brook's original debuts, but they're something he rarely gives to secondary or tertiary characters, who typically just have one or two gags in them. Speaking of cabin boys...

I talked about Robin is a pretty unique and isolated incident in how she joined the crew and, from a narrative standpoint, why. For future characters, as mere observers ourselves, we must abide by a more strict adherence to what fits when trying to predict Oda's next move. At the start of the manga, Luffy said he'd like ten crew mates and, whenever someone joins, they're given a number in the chapter's title, starting with Zoro as #1. This method of numbering his nakama would easily lead one to believe that two more members remain and it just so happens that there are two ship roles mentioned in canon that no Straw Hat fulfills: the helmsman and the cabin boy/apprentice. Given Oda's obsessive/perfectionist nature, it makes sense these two would fit nicely in between the three "trios" in the Straw Hat power hierarchy. Thus, one of the new crew mates would be pretty strong, fitting between the Monster Trio and the Middle Trio, and one would be a little weak, fitting between the Middle Trio and the Weakling Trio. The weaker one we could reason would probably be the cabin boy and would probably have the gag I mentioned earlier (which Carrot has already shown a little of). At this point, I'd be remiss if I did not mention Jinbe being introduced to us as a person uniquely fit for the helmsman position as he can control water, convince fish to guide him and is strong and confident enough to have immediately gotten behind the first helm we saw him look at. This isn't about Jinbe, though, but which of these roles would Pedro serve? He has shown zero interest or experience at the helm, yet he is too proud and experienced of a character to be relegated to cabin boy work.

Carrot on the other hand is perfect for the role of a cabin girl/apprentice, due to her extreme ignorance and naivete, as well as being quite like Luffy himself personality-wise. Although Luffy has never mentioned desiring one, his role model was an apprentice for the Pirate King himself, and so the idea of him having one is quite fitting thematically. To further this, there is a somewhat common trend of the Straw Hats being the students or peers of more straight-laced characters who are either of historical significance or are actually sought after at first by Luffy as a potential crew mate. This goes for Pedro as well of course, but for Carrot, her masters Inuarashi and Nekomamushi were also apprentices for the Pirate King. Food for thought.

I just don't see who of the SH will fight Wolf. Chopper will definitely fight the doctor, Franky? maybe cause he is the shipwright and Wolf is colossal battleship, and Franky can make his robot form bigger, but I honestly don't see how Franky fighting style would make it a good fight. The way I see the BB match up, it'll be nice if there's some emotional elements, like who is better in certain roles like swordman, sniper, and doctor, and historical like Jinbe vs Jesus (one of WB's killer) and Sanji vs Gin.

Then we'd have the devilish protagonist vs. the angelic antagonist.

This one requires some explaining. Robin has had very few fights in the series, but due to how save-or-die her grappling is, Oda has opted to give her big, ugly, monstrous dudes as opponents who prove difficult to simply grab. I think Shot fits here for that reason, but of course, most of BB's crew fit that description.
>Carrot(?) & Chopper vs. Doc Q & Stronger
I've said this before: Oda named his horse Stronger for a reason and we'll see it in this 2v2 fight. I also think this will be the easiest fight for the Straw Hats, with Usopp's being the hardest. We saw this on Enies Lobby: some people suffer tougher opponents due to a mismatch in the groupings (in that case, Chopper fought who in a perfect world would've been a Robin opponent, and had to go Monster to survive; the payoff was Franky could roam freely). We don't know Carrot will join, but I will point out she clashed with Randolph, who also rides a mount and also uses a scythe.
