Isayama has said time after time that he already knows how this ends. He just doesn't khow how long it will take or how he'll actually reach that point, so he draws the way character reacts as he understands them at the moment and he's inspired by fucking everything. He only got a grasp of Eren's character after watching the anime, and Kenny Ackerman came to be after he played GTA V and saw Trevor. It's easy to say "why don't they just write it out before hand", but the truth is that writing a story on top of designing the characters and the world and all the backstory and everything about the manga before you even start drawing it proper is very impractical. You also have to consider that even if you bang it all out and get it serialized, you're still going to be spending years of your time drawing it, and over that time your ideas for where it's going is going to change. Even a few weeks of serialization can be enough to give you a completely new perspective on your own series and where you want to take it; for this reason many consider it to be best to have a general idea of what you want to start with and then work from there while you make it. Sometimes this leads to some pretty cool stuff (I would consider SnK to be one them, but plenty of people don't share this opinion) but often it leads to shit like wacky pacing, poorly thought out/rushed endings and all the problems that come with seat-of-your-pants writing.
