I don't know what you're saying here. The Divergence Meter is only physically shown in the story during the Alpha Attractor struggle. That's only because we haven't seen a divergence meter in a period of world line drift. You can't say this is an absolute. Perceptible world line drifts are rare as it means the path to the future changes significantly from a present event.
