Never watched, but from a description, yes, but all characters are in full control of the situation. There is never REAL danger or drama. Everything is just a big play, just like the theater stage imagery in the ending suggested.

Sure, as long as you didn't focus on the pilots. Make it about Kensuke, Touji and Hikari. Start a while before the Sachiel attack, introduce us to the characters and make us care about their daily lives before everything gets flip-turned upside down.
It would ultimately be a tragedy as we witness our leads desperately trying to eke out some semblance of normal life while literally in the line of fire of giant monster attacks and giant robot battles over which they have absolutely no control one way or another.
It would be difficult because most kids watching would whine that it would be more interesting to follow the pilots and their fights.
But a small focus on civilians trying to survive can work. See Grave of the Fireflies.
