I know it's a made up genre, but I think there are several shows that would match up okay.

Extent the military theme as in SnW, though in these two neither groups of girls are in an official military. Still, the world is a much different place than our world today, in GuP, it's common for huge ships to hold small towns and sail the seas. It's revealed that mostly young girls captain and operate the ships (though I never saw the OVA that confirmed that). In Haifuri, the world has been drastically changed by global warming, and as such the loss of a lot of land has sort of changed the way people live and do business.

Neither of those shows are as desperate as SnW, although it might be and we just aren't given enough info about that state of the world.

we get the quasi-military theme and the world is indeed fucked, though the threat of it's destruction lurks around the corner literally everyday, while in SnW the threat is more of a slow, creeping one. Still, travellin anywhere means viewing the carnage from past battles and shit is all fucked, for lack of more flowery language.

You could probably argue a lot more shows too, if you are a little more loose with your guidelines. I think SnK and Koutetsujou no Kabaneri fit to some extent as well. I'm not sure I've seen a show that captures the same depressing atmosphere of SnW though, as the world is slowly crumbling around the characters who are really powerless to stop it.

At the end of S2, the Romans and the Helvetians seems to be on the road to peace. There will obviously need to be discussions of reparations at some point in the future, and Noel and co's actions during the war will likely be unveiled. I would imagine a lot of Romans and even Helvetians will find her actions abhorrent, and likely the military will be looking to throw all the bad apples they can out to stabilize the relationship between nations. I think the story took place in a far future.
The settlement seems to be in France but there are Italian and Spanish traits in the environment, in the people and in what they do daily.
The Roman empire with capital in Rome does not speak Italian but German.

A Shopping Trip to Yokohama is the closest in tone, in my opinion. I also think Haibane Renmei is a pretty good match, emotionally speaking, even though the overarching themes are of transience more than decay. It's called 癒し系. Iyashikei. "Healing". The animated equivalent of a comfort object. Typical examples of the genre are GochiUsa, Kemono Friends, K-On, Strike Witches, Non Non Biyori, Haibane Renmei, etc...

Everything is cute and nice and fluffy. Feelgood to the max. No romantic relationships, because romance is made of conflict and drama. Instead you get harmonic, platonic moé relationships and crushes between pure, innocent girls. Many of those shows don't depict males at all.

Great material to unwind and chill with after a hard day of work. But it's not for everybody. Either you get the vibe, or you find those shows as interesting as watching paint dry. They're not exactly action-heavy. Or telling a strong story.

One exception comes to my mind here. Mushishi. It doesn't fit into any of the cliches I've mentioned above. It's built on storytelling, it gets dark all the time, the sole MC is male. But it somehow manages to produce the same calming effect.

The architecture of the entire town (which is probably way older than the war) is Spanish. Except the abandoned school building, which is Japanese. The Helvetians use French and Kanji, the Romans German.

If we really want to put this somewhere in the real world, my guess would be a place in the Pyrenees or the Western Alps, that for some reason has or had a Japanese immigrant population large enough to establish things like traditional schoolgirl uniforms and tourou nagashi. But I don't think the authors cared much about this question. They probably just mixed random stuff together because it looked interesting or useful.

There's a map in the second OVA which pretty plainly shows the entire setting is in Japan, even more so if said map is overlaid with real modern East Asian locations. There's numerous references to Japanese leftovers in the area, like the little monolith that flashes Kanji in the fifth episode, their usage of it as logos/symbols, the Japanese assault rifle in the seventh, the little bits of Shintoism here and there.

The writer and director cared a lot about the setting, they didn't just throw random stuff together. Based on the official guidebooks they went to the Spanish town and recreated it exactly in the show, because they want the audience to have the same feeling that they experienced back when they were touring there and it was raining, and the mood was gloomily quiet, but also calming.

But other than that, they're in future Japan. Even if it isn't plainly shown in the second OVA, it's still easy to infer that a whole bunch of European people retreated from the north and brought over their language, culture and architecture into Japan, as assuming otherwise that they're in Europe makes zero sense considering how many Japanese relics are in the area.

The Eurasian area can no longer support life due to the desertification, so all the humans we see on the show are mixed remnants of those that were forced to migrate to east asia/japan. What I really want to know is which side no man's land is; like in that fifth episode, the huge desert they're looking at at dusk, is it facing the pacific ocean side, or is it facing the china side?

Also due to the vast deserts most of the sea area there are now dry land, enough to give a general overview of where they are, yet not pinpoint accurate to spoil anything, and clear enough without being obtuse.

It's really nice this way, fulfills the nationalist side with none of those "JAPAN STRONG" shit, since the only Japan left are their names, old buildings and kanji symbols.

She's likely referring to the Roma, as in the Roman Empire in the show that's actually in the chinese/russian border, rather than the actual Rome in Italy.

That's why they were at war with Helvetia, since they're literally running out of space and needs to go south, where the Helvetians are.

Right, they're probably staring at the chinese side then, since dialogue from 7th episode and second OVA show that seas/oceans still exists even if nothing's living there. The red triangle likely points north, since Vingt is north too and that's where the clash with roman empire took place. But I'm not sure why those two triangles don't point exactly north/parallel with the top line of the map. Maybe it's magnetic north?
