what exactly is wrong with this plot device? it's something unique only to the world of one piece, pretty sure that's the definition of a GOOD plot device

That's quite in line and range of his powers. I am more offended that Law didn't even try to Mez Doflamingo with basically anyone, or didn't end up being Doflamingo after a body swap. That was basically a plot device just to get some Sanji-gags and requiring the crew to strike a deal with Law.

For those who don't watch/read One Piece, this guy has the ability to steal your heart and entrap it while keeping you alive. You can crush the heart though and kill the person if you wish.

Ever since it was first revealed, it's been used as a tool to move the plot forward whenever necessary. Feel like a villian is about to betray you? Pull out his heart. Want someone to do something for you? Remind him you have his heart. It's so fucking bad.

The power is simply used too nonchalantly now. Ceasar is actually a very strong logia user, but because he's no in possession of his heart we're supposed to believe he's completely helpless can can't raise a finger against anyone if not told otherwise. It's ridiculous.

No, it has specifically been used just against one scumbaggy stupido with a strong fruit that allows flight, and a wide knowledge regarding weapons of mass destruction. To be honest, I feel that his heart being used against him and him coming up with new personas due to it are just for gag purposes, and for all we know, could just be replaced with haki shackles or handing him over to a bigger bad etc.

This. Caesar isn't especially strong, so it's conceivable that he could have hired some faggot with kairoseki weapons (we actually did have one in the island at some point) and cuff Caesar up.
The heart makes things easier, as Caesar doesn't become useless, but other fruits and individuals could blackmail him as well; the heart is just an easy way to visually represent blackmailing, and it doesn't involve threatening Caesar's family or something.

Abilities in One Piece are for face to face battles, and that's it. When Oda is in a situation like that, he simply writes around. If the CRC gas could stop a ghoul's kagane, why didn't the government ever think to use it during any of the important battles. They knew the owl had super double regeneration and could've nullified it completely, it even stopped Kanegi's centipede instant-win thing.
