I guess it shows why Nerv was put in charge of getting rid of angels and how the rest of the world was trying to fight them.

Well, first of all, to show us Shinji becoming somewhat comfortable with his new position as an Eva pilot. He doesn't resist when he's given the new task, he just does what he must do.
Second, to show us a bit of SoL in Misato's house, we're now comfortable to see it as one of the "bases" of psychological development of those characters.
Third, the actual theme of the episode is hope. It may seem strange at first, but Eva's main theme is Anno's view of hope. We see people of Nerv glaring daggers at these guys with their Jet Alone, we see that guy and Ritsuko being all smug about each other, we are demonstrated how people may sometimes hate each other for seemingly stupid reasons. But what do we see next? Nerv and these guys actually are working together to stop the threat, they give each other advises, they are not hateful towards each other anymore, they form a bond to save humanity. This is what Anno tries to tell us. We may sometimes hate each other, we may berate each other and be all smug about ourselves, but that doesn't mean we can't sometimes put this stupid sense of superiority aside and help each other. There's still "hope people can one day understand each other". Anno believes in people, he believes that even the "lowest" human beings can learn to love and support each other. That's what that episode was actually for. The theme of hope is a final word in End of Evangelion. Yes, you may never find happiness, but there's always hope, as long as you wish to live.
