That's due to her views on what a pirate should be. She thinks pirates should try to not cause problems for another pirate in a situation that benefits no one. Luffy's bounty is more impressive than Laws and Kidd's because he got his in a shorter amount of time. Croc had his low because he became a shichibukai (which didn't allow his bounty to get raised). Ace may very well be stronger than Cracker, but his bounty couldn't touch his because he was only a pirate for 3 years.

Before you say "may very well" you need a good excuse. Ace lost a 1-on-1 encounter with Blackbeard. He also quite easily got wiped out by Akainu. Oda also stated the division ranking has nothing to do with strength. Since Ace was a special member of the crew that they were all secretly waiting to make Pirate King themselves, it stands to reason he was not as high of a player as his station would lead you to believe. Oda even took the opportunity to introduce Vista and thrust him into the foreground beyond his fellow commanders, leading one to easily presume it was him, Marco and Jozu that were the hot shots of the crew. Ace fought Jinbe to a standstill and when Luffy came back after the timeskip, not only did he impress Jinbe and match (and then exceed) his bounty, but Luffy's first major opponent was defeated by an ode to Ace. For most of the important characters right now, bounty isn't that much of a big deal. Is Katakuri stronger than Jack? Probably. Is it because of his bounty? No. It's because we can surmise from the little bit of information we have, Jack is the Sanji or Jinbe of Kaidou's crew; Katakuri is the Zoro. Of course Katakuri's a little stronger.

Sometimes the difference is too huge, though. Oda wouldn't give a character a 90 million bounty and then expect everyone to just figure out he's actually Yonkou tier or something.
