This particular scenario sounds a little too predictable for Kamachi. "Either wake Accelerator up or have Touma save everyone" seems like the easiest way to handle that. But when has Kamachi ever been that straightforward? No he'd probably do something crazy like "Accelerator joins the network and can possess clones to talk and use powers even though his body is dead" or something out there like that

Just for fun, how do you think Kamachi would handle "Accelerator is useless and clones are in trouble"

Watch the Index anime, then you can pick up the LN. You can decide whether to read from the beginning or pick it up where the anime stopped, which is what some people do to get right into the hype parts.
Railgun's first season is meh. Railgun S is great though, sans the filler episodes towards the end. You can read the manga but be warned that after the third arc it starts heavily referencing the LN.
