Normally the series that gets the cover also is the first one, but sometimes they just give the cover to a series and the lead to another. For example, when there is a cover with all the main characters of the magazine the Lead CP goes to One Piece.

Anything that is released on a non-weekly schedule is already getting special privileges that make ranking unimportant. It's almost unheard of for a series in WSJ to not be weekly, creators have been cancelled instead of being allowed to go at a slower pace. Serious answer: it needed to either be way sillier, or much more serious. Instead, it tried to walk some middle ground where everything is just overblown melodrama (THE SHITTY ADULTS ARE MAKING THE GIRL I LIKE GO TO ANOTHER SCHOOL REEEEE).

The pacing of it didn't help things, either. The first few chapters are full of soggy exposition and very little in the way of actual exciting things happening.
