That's because the source material was shit. Practically everyone last year agreed that Phantom World had great character designs and beautiful animation. It was a cut above most shit in the anime (I wish I still had that webM comparing episode 6 of Phantom World to episode 6 of Grimgar with its straight up Southpark walk).
