I think Roswaal did plan it but he might have not anticipated Subaru to love Rem back. Rather, he might have simply wanted Subaru to become more resilient (by being Rem's hero after friendzoning her) and more easily manipulated as he would become more devoted to Emilia. So Rem making Subaru change his mind is something Roswaal failed to foresee since he underestimated her I think.

THis makes me think about another (possibly related) hypothesis. There is the possibility someone foresaw Rem and Subaru meeting and their relationship and wanted to prevent it becuase it goes against their plans. Thus many incidents could be seen with Rem as the actual intended target.

Meili was hired by someone in Arc 2 but it's never been stated who the client was and the intended target, but we also know that when subaru stayed isolated it was Rem who died

Another thing I've noticed.

"not in Rem’s nature to be honest with herself." is an odd things to say, being how she's so obviously in love with Subaru and clearly knows it in later chapters. The only time this would be noticeable as true would have to take place before, and shortly after, the whole dog incident. Throughout the third LN, Rem is showing clear signs of an emotion towards Subaru. Something which absolutely isn't hatred. When she seems him trying his hardest, it reminds her of someone and gives her pain in her heart. When she sees him sleeping in Emilia's lap, she definitely thinks he's pretty fucking cute.

After that point, she has a more positive attitude towards him. Yet the scenes from Subaru's perspective don't reflect that. Instead, they go into how Rem seems a bit miffed by how close he seems with Ram. Now, the obvious explanation is the one Subaru came up with. She doesn't want anyone taking her sister away.

Then there's the alternative explanation, if she's really the sort who has trouble approaching people and isn't honest with herself. Rem's annoyed with Subaru because he's not paying more attention to her, even if she doesn't understand this.

It's really kind of funny how some people get the impression that Ram isn't submissive and that she's the sister who doesn't take anyone's shit, when she may as well be Roswaal's toilet most of the time. Rem isn't perfect, but she's obviously got a much healthier outlook on romance than Ram does, and is much tougher and more assertive with her love interest.

I suppose that fits into how the sisters are similar, yet different. Rem is often times rash, and clearly has a few screws loose to the point where almost any idiot can see it. A lot of the people around her talk like she's some sort of special project they have to work on, because of her complexes. Rem is visibly irrational.

However, I think the twist here is that Rem is actually the saner sister. Ram's just better at hiding that she's probably at least twice as fucked up as Rem. Rem's love for Subaru is extreme, but it's still more or less based in sanity. She has reasons she likes him, and there are clues she was already attracted to him before he saved anyone. She thinks he's cute and that they have stuff in common even before he gets his act together, before she trusts him. Later, she's clearly getting a major heartboner for him when he goes to save the children.

It's often implied he prefers Emilia (and even then I have some reserves), but he did also state the he likes to write Rem X Subaru stuff.
He also said he puts more effort in writing Emilia (but also said that he finds her more difficult to write to begin with) and this is the most direct statement you can get about his predilection and it's still about the character itself rather than pairings.

Subaru already loved Emilai before that. It's reason why he did half the shit he did up to that point. Just because he didn't go for waifu at first doesn't change that. Stop being salty.

I find it hard to believe that Tappei would be into shitty romance even though he's already written a ridiculously good romance in the same story.
