The original short films hinted at this. Anyone that saw the originals should have seen all the foreshadowing.

For those that didn't see the originals, Ursula recognising the Shiny Rod in ep1 and instructing Akko in its use should've started clueing you in.

The attention to Ursula's distinctive eyes in ep2 onwards should've pointed you strongly towards her being very important to the plot, and not just in a "I'm a major supporting character" manner. Only one other character has such distinctive eyes, and that's... Shiny Chariot.

The third and final clue is that she's always a little cryptic whenever it Akko asks her anything Shiny Chariot related. Pay attention especially when Andrew visits the school, she clearly recognises the labyrinth that Akko and Andrew are running around in, and it's more than just because she's a teacher.
