I'm looking at a discussion about where Shuten's accent is from, and it seems the Japanese users have a hard time pinpointing it too, but it's from somewhere in Kansai. There's mentions of Kyoto, Kansai, Kinki and whatnot. The only certainty is that translating her dialogue into pseudo-Shakespearian, as a certain translator on sadpanda did, is a grand mistake.
