It's less of an evil with a hard e than it is a bumbling sort of villainy she/he's using to mask a deep, deep inner turmoil.
Salary Man was completely alone in his previous life. He's even more of an alien in this one than he was in the previous one. His body is not his own, and he's a genius 9 year-old who's already trying to slip back into the same life he had on earth.
I don't think God is being straightforward in his reasons for reincarnating him. Salary Man's mindset is one that can only come from or with being a very lonely person, and I think God disliked that someone died while completely missing the fucking point of human existence.

She is a psychopath. She is very good at faking human emotions but she doesn't really understand them, or empathize with them. She treats the world like everyone operates in their rational self interest and is frequently confronted by individuals who contradict that behavior (Kubo, Sonzai X, her squad, Anson Sue).

She's arrogant. Not outrageously so, but enough to get her in trouble.when she decides to flash it.

She's ruthless and ambitious. Both are often seen as traits of a villain, against the more noble traits of compassion and humility.

World War I was a sobering war for Europe in that the participants realized war was not a blood sport anymore, but a terrible and destructive event.

HOWEVER, that did not apply to aerial combat. Aerial dogfighting in World War I still had the same romantic, noble charm of wars fought in the 19th Century and earlier. That was why enemy fighter aces were treated as heroes even though they were killing talented pilots.

Tanya has basically shattered that ideal in Youjo Senki, transforming air power into the killing machine it wouldn't be recognized as until World War II and onward. Instead of pilots jousing in the skies she's using automatic weapons to shoot them down and dropping bombs on the ground troops.

If Richtofen was a hero, Tanya is a devil.

Not gonna lie that part convinced me she was crazy

I liked how in the last episode, Tanya was lamenting about how she just wanted a fucking cushy job at the rear, and instead all her nigh-legendary exploits with which she hoped she would get promoted to a safe location made for made her superiors believe that she's destined for the front line to become the greatest hero and hope of the Empire, where they literally send her into a rocket for a almost-suicide mission like the kamikaze of her old world.
And it's literally all her own fault for being an overachiever who simply cannot comprehend how normal people actually think.
