It depends on what you're looking for. Manda is unbeatable if you're looking for slightly older releases, especially figures.

For newer figures and character goods, you can try AsoBit, which isn't far from there and has a pretty good selection.

Yodobashi has a big figure selection too, great prices, and they get tons of stock so they'll have things other places are sold out of, but they're a bit out of the way depending on which rail line you arrive on, and a lot of Otaku really don't like buying from them. (They'd rather support the local Akiba and otaku businesses instead of the huge soulless corporate department store.)

That sticker is reserved for products, figures, etc that DO NOT meet Japan's quality of standards. There are defects with the product, don't know what it could be, paint issues, dents, etc. That product is then placed with a sticker to sell to foreigners outside of Japan.

Koto usually sells first quality stuff. It's surprising that they sent you a figure that is obviously of lower quality.
