Which if you think about it- is insane. 'Ninja' are very numerous, but segregate themselves from society. You're either a ninja, or you're not. And a Ninja is akin to a super soldier, capable of going from a kid who can hide well and maybe climb walls, to within a few months or years of serious training to firing flaming howitzers from their mouths, capable of breaking and blowing up small buildings. And that's just the kids.
