Misuzu wanted to make Tomo more girly as an excuse to have Tomo spend more time with her so they could do girly friend things together. What Carol is demonstrating to Misuzu is that her underhanded tactics of "making Tomo more girly" is also fundamentally changing the person Tomo is.

I think Misuzu has two motivations for doing all this. One is to make Tomo happy and the other is to forget about Jun herself. I get the impression that she's getting all weird about this because she still secretly likes Jun and wants to be rid of the whole problem. Setting Tomo up with him kills two birds with one stone.
Are we all just pieces on Carol's intellectual chessboard? Does anyone know her true nature at all, or is her personality just another play in her constant game of manipulation?

It's less a plan and more a series of, often conflicting desires and motivations. Misuzu is a swirling vortex of guilt and fear of loneliness
Carol is probably the most emotionally intelligent peson in the entire manga. My theory is that she's attempting to gently push Misuzu towards confronting Tomo about her misgivings regarding her relationship with Jun, namely the ones stemming from her fear that Tomo will stray further away from her the closer she gets to Jun. My guess is that Carol is trying to use exposure and well-placed taunts to annoy Misuzu into actually opening up her feelings for once.

It's a plan that Misuzu set in motion in middle school. Whether it was fully intentional or not is a little up in the air, but she has said before that she isn't going to change her mind now.
I think the best way I can interpret this is that Misuzu IS actually trying to drive Jun and Tomo apart.

Tomo stopped because she finally realized that she doesn't really know what she wants. All she's had this whole time is a schoolgirl crush on her best friend. Is getting into a romantic relationship with him really the best choice? How does she know that they will work together? Will this ruin everything they have now? She's thinking about these questions for the first time. She knows that if she confessed now, she would probably succeed this time and that they would probably start dating, but she's scared of that future. She has decided not to do anything for the time being.
I think Misuzu decided a long time ago that if she just pushed Tomo and Jun together then they would either quickly fall apart on their own, or Tomo would realize that she shouldn't date Jun in the first place. I think that Misuzu has subtly pushed this situation in a direction that will lead to Tomo and Jun falling apart or at best going back to being nothing more than friends, just more awkward now. The most likely scenario is that Jun will now be in love with Tomo but Tomo will no longer want to date Jun, leading to their flying apart.
Which will drive Tomo straight into Misuzu's arms. Whether Misuzu is actually lesbian for Tomo is still up in there air, but we know the following things:
1. Misuzu is scared of being separated from Tomo (see college chapter).
2. Misuzu immediately hates anybody who might challenge the primacy of her friendship with Tomo (Jun, Carol).
3. Misuzu is only interested in expressing any level of physical affection with Tomo and Tomo alone (see going to Carol's house, train ride home from the beach, the bench ["only if it's with you"], etc.).
Misuzu's greatest fear, her greatest motivator, is the idea that she could be without Tomo someday, her childhood friend, her best friend, her only friend, her only honest connection in the world. She values nothing more on earth, and guards her love jealously, but at the same time she is fully aware of how selfish she is being. The guilt presses on her constantly, but she has decided that she has no other choice. Hence,

Did Mizusu know Tomo was a girl when they were very little? Maybe she's having the same type of conflict as Jun, just flipped. She had a crush on young Tomo thinking Tomo was a boy, but realized Tomo was a girl when she started growing tits so was confused by her feelings. She's trying to make Tomo more girly to solidify her as female in Misuzu's mind in the hopes that it will stamp out the gay that Misuzu is feeling.
That's a compelling character type, odd that there's not that many of them. you either get unrepentant evil or complicated antiheroes. Not conflicted villians. She really is like Gendo, willing to screw the world if necesary for the sake of her waifu.

The platonic reading, given a lack of a concrete yuri confirmation, is that Misuzu cherishes Tomo as her only close friend, and is terrified of losing Tomo to Jun should the two of them start dating in earnest.
You can read yuri into it if you like, of course, but there's no hard evidence for any romantic feelings toward Tomo on Misuzu's part as of yet.
If you're going to be desperately scrabbling for yuri undertones, at least post the panel where Misuzu gets so flustered by being complimented that she has to go curl up in the corner.
Misuzu has some sort of twisted affection regarding Tomo, she's been trying to control her life and how she should behave, it's easier to just call her a lesbian even if she might not be
Calling it sexual attraction cheapens the tangle of emotions Misuzu has at this point, to be honest. She's easily the most interesting character in the entire manga.
Sure, but the point is that nobody else in the comic ever manages to do it, yet Carol, the supposed airhead, is able to spear Misuzu right in her emotional fault lines.
That's the point, anon. Carol was introduced as seemingly just another blockhead, which makes the (now many) moments like this where she cuts right to the heart of a problem with uncanny perception fascinating, given how far at odds it is with the initial impression she made. She has the strongest keikaku in the comic.
Where I hope this is going

The takeaway from the last couple pages certainly seems to be that Tomo doesn't like the result of becoming more girly, and that blows up Misuzu's plan in her face, following in line with Jun's previous comments on the subject. That part is pretty solid.
It's just that she still has no idea how to handle it on her own. This is giving Tomo a good opportunity, and I don't know how Misuzu could fuck that up for her if Tomo really doesn't like it.

This is what Carol has been doing for the past 2-3 or maybe even 5 arcs now. Carol has been aware of Misuzus feelings towards Tomo whether /u/ feelings or not for a very long time now. She probably understood the exact moment after she found out who Jun was that Misuzu was the one in that love triangle with the other two. The reason Carol has been so interested in Misuzu lately is because Carol understands that if Tomo and Jun naturally progress through the path they are currently on everything is going to work out for them. Carol KNEW Tomo or Jun wouldn't confess at the fireworks festival. Carol KNEW Misuzus plan would backfire. Carol KNOWS Misuzus dealing with some emotional pain right now. Carol KNOWS Misuzu (and consequently Tomo and Jun) won't get a happy ending until Misuzu can finally be open and honest with her best friend
