Do all VNs have some sort of decision making mechanic? Are there any popular ones that are extremely linear in nature?
Both Higurashi and Umineko no naku koro ni have liniear stories with no decisions to make. So no, not all VNs.

Sekien no Inganock and other Beautiful series VNs use a linear story that only "branches" into short bad ends with obvious choices.
There's also kinetic VNs, like Planetarian, Harmonia and Narcissu which do away with the choice system completely and are basically outright books with visuals and sound.

Umineko doesn't have choices, and is entirely linear. However, it's written in such a way that the reader is supposed to come to their own conclusions about what really happened.
The Shizune route in katawa shoujo only has one decision for you to make and it's pretty clear which one will lead to the bad end.
