This is basically what we've been saying since the second 3.33 came out and it was revealed to drop all the characters. When you have several characters to develop, it's a full speed marathon-race to the finish and there is no time to waste on otaku pandering like with 3.33. It's not just a waste of time, it's also a deliberate attempt to ruin great characters like Rei just to pander to hateful and disgusting fans like the Asuka or Kaworu fans.

Mari was just a tool to that end, to be in one of the writers words, to be what Kaworu is to Shinji - a same-sex romance interest made to be merchandised. It has no meaning, and just exploits otaku's ability to fanwank without limitation if encouraged to do so.

Characters like these don't command attention, they naturally draw attention our attention to them. Part of Rei's appeal is how she's beautiful, silent, mysterious, dutiful, you just know there's more to her and you want to know more about her, you want to see the sides to her that almost know one knows.

Also you know they aren't really indifferent; you know they have personality and know they care, but you have to care about them and get to know them to understand that. Another thing is a silent understanding develops between you. Realistically, I'd prefer this 'indifference' to someone who will be antagonistic or obnoxious 50% of the time.
