He probably is pretty cool. It's just the issue of who he's up against. If you remember, Yotanwa's databook stats is literally tied with Riboku himself for stat total which makes her tied for 2nd as two people are tied for 1st. Kingdom is one of the few series where databook match ups are very very accurate, down to the 95%+ margin where only instances like Ouki vs Houken come up as exceptions and even then it's explained as Houken having a giant debuff due to taunt.

Well it also helps that it's a databook on recorded history where the author can take many liberties, but if you compare it to all those stats from Dynasty Warriors and friends, it's far more accurate.
