The designs are the same, the faces just look slightly wonky. The final look they went with for the TV anime was much more appealing and easier to animate.

The eyes are slightly smaller which make the whole look feel more mature, the show itself is very wonky and bland but the moe was the nail in the coffin, KyoAni just doesn't know how to make plot-driven series, see Munto, this or Phantom World.

Hibike S1 is an entirely character driven show. Getting to nationals wasn't the point of the series, it was Kumiko's internal conflicts and denial/rekindle her love of music. PW is plot driven and episodic.
