First of all that's exactly what he is, Both Saitama and Garou have a more versatile arsenal than you spin me right around man

If he was that much of a douche he would have eaten the monster cells or just ran away instead of protecting that girl. It's called character development.

If you're judging him based on what Gouketsu did to both of them that's premature. There's no indication for how strong Gouketsu is besides being a Dragon threat, which already makes him elite among monsters.
He could very well be on the level of the strongest physical fighters in the Monster Association outside Golden Sperm, or even possibly below only him, which would mean the only hand-to-hand fighters in the S-class that we know well that could even have a chance to take him on are Silver Fang and Darkshine.
