Less than a year, and he has child body so he can't do shit. And he managed to get allies from the FBI and CIA and even helped them to catch some of the BO members. Hell, he even saved one of their members. Not to mention the fact that BO is much more dangerous than Kira who told everyone where he lived in the 2nd chapter. The BO has a shitload of influences everywhere and infiltrates and are still alive and in well being. L has access to almost all the resources of the planet, Conan doesn't.
