I guess you can assume he's lying though, but otherwise, it seems this time jump is part of something. Possibly finally getting around to explaining exactly what's going on timewise.

I think Uran wanted to show the plot wasn't just loli cocktease for a hundred chapters. They obviously know it is the focal point of interest, but there is an underlying time warp plot to remember too, which is what the middle school miniarc appears to be. And now the chuuni bitch is evidently with him too, which is an interesting plot device. I am now both interested in where the story is going, and in getting loli fan service, whereas before this last chapters it was only the latter.
