No, Haruki is present for almost the entirety of the VN. The story is told from his perspective 99% of the time. It's been way too long since I read it so I don't remember if there was a specific story related reason for why they didn't have sex in that route, but overall the mood during the entire route was incredibly heavy and I don't believe there were any opportunities where it would have been meaningful to put an h-scene in. Most h-scenes in the game serve to progress the story in some fashion.

It's highly unlikely that you can pool together an amount that would be worth the amount of man hours it would take to translate, edit, and qc everything. Yeah, Kazusa tried to do the right thing, which is why I find it endearing when her selfish side comes out. For instance, she didn't slap Haruki because she realized what they were doing was wrong; she slapped him because she was jealous she wasn't his first kiss. Then when they're in bed together, she slaps the phone away from him, knowing it was probably Setsuna calling. Both were really great character moments.
