I agree, the interesting thing about imperfect cell was that he was the most horrific version of cell but only because he needed to be.

As he stood he was an unstable fusion of alien species and needed to devour other beings to maintain his strength.

Once he becomes perfect he only cares about proving it and that was when he really didn't need to kill or destroy anyone anymore. Imperfect cell couldn't be bargained with, but perfect Cell could.

This is distinct from Buu where Buu eating people didn't really matter to him all the much, except when he was super buu and started acting a little too much like Cell in trying to justify eating the most powerful characters.

Thankfully he becomes Kid Buu and the character becomes distinct again.

So the original concept was that there were 4 kais of the cardinal directions, a grand kai overseeing them. Then there were 4 supreme kais over the cardinal directions and a grand supreme kai.

Now it seems that there is really only need for a single supreme Kai, as it is now stated that it's only typical for 1-3 supreme shinjin to be born at once.

As a result, the old concept is scrapped and universe 7 had 5 supreme shinjin and one supreme kai until buu killed them all.

Tori probably did this because the kai system was already inflated with the Buu lore and probably didn't want to have to deal with every universe having 5 supreme kais.
