Manga or anime
If a series started as a manga, is the general consensus that the manga is better? Or does it vary from series to series?

It depends on what you value, and it varies between series.
Usually dependent on the budget given to the anime and the studio animating.
The manga typically has better art, as the anime has to simplify the designs, or skimp on quality control to get things ready on time. But if you prefer colour to detail, you might prefer the anime anyway.
The manga has no soundtrack or voice acting, so unless the anime does one of these incredibly badly, it wins out here. Excellent VAs and music can compensate for deficiencies in other areas.
The manga usually has better story pacing, with the anime needing to cut scenes or add filler to ensure it's at a good place to stop. There are exceptions however, like the first couple of episodes of Ao no Exorcist, which were great.
And if the manga is nowhere near finished, the anime may sometimes invent its own "gecko ending" rather than end somewhere unsatisfying, and nine times out of ten it's vastly inferior to the manga. The only series I've ever seen people prefer the anime original story was FMA, and opinion is pretty divided on that.
Personally, I'd advise watching/reading both and coming to your own decision on each series.

I would say that it varies from studio to studio.
KyoAni are capable of doing awesome work,
Doga Kobo are able to do something MUCH better than manga (or just better) - examples? Sansha Sanyou, Gabriel Dropout, New Game etc. Same goes to Silverlink.

That would be the mostly correct answer for comparing original anime to manga, but if you look at it in terms of adaption, the original story wins out every time because of the points you named, although there are exceptions like with every rule.
Just saying anime has voice acting and soundtrack but manga has better art and pacing is no comparison in my book, there things can make up for something, but they should never be compared directly for the sake of argument.
There are different cases :

Source is a VN, so you have multiple endings, good immersion, great soundtrack and top tier art (he went lazy with 0)
The anime is uglier and you only follow the "true" route.
VN > Anime

Manga is top tier : story, art, pace, feelings, everything is excellent. You can't adapt that and think it will be better.

Anime has top tier soundtrack and gorgeous animations.

In general, anime adaptations are lazy and can't compete with source material (there are exceptions, like the Monogataries for example)

Yeah, original soundtrack from VN is superior comparing to this one from anime. And it's a problem of all anime versions of VNs with ';' in title. Abo Takeshi is a wizard of soundtracks.
