I'd honestly rather have Kamachi just write her as a strong level four or the weakest level five instead. Her powers as they are right now make no sense and her character makes up for it anyways.

I personally think Kamachi only put her at level three because he had to in order to make Railgun successful because all fans care about these days is power levels. I'd be happy if she was a on the same level as Kuroko and just made use of her power so effectively that she could outplay her opponents with smarts.

She can power the entire fucking city just by eating her meals every day.

Mikoto might hardly ever be in the wrong but Kuroko is most assuredly never going to be in the wrong so if they did ever fight it would be Mikoto by default who is doing something she's not supposed to be doing and Mikoto isn't fast enough to dodge those. In fact in the anime in certain parts to see Mikoto shooting lightning and Kiroko and Kuroko easily avoids it by teleportation and is able to teleport hug her multiple times.

What false reports? The top of Academy City is the one that decides their ranking. The schools do research the abilities of Level 5's, but they have no influence on their general ranking. Officially it is never clarified based on what criteria they are ranked, and the "ranked by power" thing is entirely just a public image that is never confirmed or argued against by Academy City because the ranking is largely arbitrary.

Since there isn't any evidence of a limit to how much dark matter he can control (as of yet), his only limiting factors are the rate that he can pump it out (unknown, but probably quite high given that every low-tier Kihara seems to be sitting on mountains of the stuff) and his own incompetence. Accel, Kakine, Mikoto and Mugino are much more valuable due to the utility their abilities have for research and experiments that would increase the overall power and development of Academy City. Mind control is nice and all, but with how much technologically centered and advanced AC is, knowing more about isn't gonna do much.

This is primarily the reason why Gunha is the lowest, as while he has powers that might even be stronger than the other level 5s, they cannot study or understand it.

We don't know whether he actually needs his organs to continue existing. He claims that he can reproduce his own brain and therefore is effectively immortal, but since his organs are still knocking around (Last we heard of them was Othinus in NT8) we're not sure if that's true. Both the Railgun and Accel manga are covering the idea of esper abilities and their connection to the soul, so perhaps we'll get an answer there as to whether or not he can continue to exist without his actual brain.

Another potential powerlevel avenue, if he can produce his own brain and therefore his own powers, can he produce someone else's brain and then use their powers?

All I can really remember is that Gunha is an absolute enigma to AC scientists because he's not an Academy City esper so they just placed him on the bottom of the ranking because all they really know is that he's powerful enough to be considered Level 5.

I'll be rechecking since I haven't read the book for at least 4 years now, but I would appreciate if someone who's more up to date with the novels can explain this.

Kuroko's a hardcore lawfag who makes it a point to not just 'port knives into the brains of her opponents.

Awaki needs an external device to keep herself calm so that she doesn't constantly relive crippling flashbacks of having accidentally telefragging herself.

Saraku was just a scrub who couldn't even do his own spatial calculations without using his target's position as a shorthand variable, so he was limited to teleporting behind people.

It seems unnerfed teleportation is strictly the purview of the magic side powerhouses, like Fiamma with his "I can instantly appear anywhere within my line of sight without having to worry about the distance traveled or Thor and Othinus's "I don't teleport; the world moves around me instead".

Fuck, I still can't find it. I'll try to sum it up. I remember it talking about comparing raildex teleportation to a gun and how all the calculations Kuroko has to mentally prepare to use her power is essentially loading a bullet. The point is that when people move around a lot she basically either has to remake the bullet from scratch or fire haphazardly. Plus when she's in pain it's hard for her to concentrate on making the bullet so to speak.
