It's very heavy-handed, but more the Demon's Plan kind of heavy-handed, not the Toriko kind of heavy-handed.

I don't like these kinds of premises, "something something adults are bad!", generally they don't have too much though put into it. Also i didn't read 99% of text and didn't even bother looking at most panels but i've read libido, superpowers, seen girl smile for half a page which automatically meant something is gonna happen to her and mc's libido awakened by the end thanks to girl getting taken away.

I feel like there was too much padding and MC was angry for too many pages, decent pilots usually show more, should have dropped most of the trifle and had given mc his power and make him do something cool in the first chapter, the way they did it is unneceserrily setting themselves for failure.

Here's my guess to how the story is gonna go

This genetic testing is the Adult's attempt to find super kids that they can train to combat the rebel super kids. MC is going to join up with the rebels to try and beat the system and to save the girl. She's going to be indoctrinated and be an enemy, probably with some rival bad guy love interest. MC is going to break her brain washing with the power of friendship and they'll come together to beat the bad guys and live happily ever after.

I thought it was pretty good. Art is definitely good. It was a little hard to wrap my head around the story and plot at first but I think I get it. It's different compared to other first chapters in that "the big hook" isn't action focused for an action focused manga, but instead tries to sell itself based on cool urban designs, its kids vs. adults theme, and powers that'll show up later on. Author seems confident in how he's planning this so I'll keep on reading.
