If Toriyama hasn't said what is and isn't canon, then we're just assuming things to be canon. In other words, there is no defined canon.

Dragon Ball obviously has it's own canon, the original 42 volumes of the manga.
Dragon Ball Z the anime by Toei obviously has it's own anime only adaptation continuity with it's own canon.
Same goes with the new DBS sequel franchise which has it's own manga and anime continuities that are separate.
Now it's obviously up to you to pick and choose what you want to identify as the primary canon, for an example DB Minus written by Toriyama himself may contradict the initial age of Goku before he was sent to earth etc.
