No.
The German states always valued their independence to a much greater degree. Even nowadays with a mostly uniform county the interstate police cooperation is minimal. They wouldn't really go along with a central control organization.

I don't think there is a good real world example. Having a dictator and then many different districts each individually organized sounds like a recipe for disaster.
Maybe something like the Roman empire, where you have a central power, but the foreign districts are ruled semi-independently. But if memory serves, Rome didn't really enforce very much in its colonies other than tax payment. There was plenty of unchecked corruption.
