It's a continual theme in OP that the best are both likeable and capable.

Like, Mihawk is as strong as they come, but he's a lone wolf. Him being buy himself limits his influence in the larger world of pirate.

People like WB or (even BB) are where they are because they have a charisma that wins over the right kinds of people, and they have have power which they wield intelligently. Luffy has the former in spades. The latter, not so much.

Counterpoint: the strongest men in One Piece can significantly alter local geology and weather patterns. Being the Pirate King is like being the nuclear superpower of the world wrapped into a man. Unless Luffy gets too weak to fight off challengers, his freedom will be secured without any real work being done. Besides, it's Luffy. The marines are outdated relics of an age where pirates had no real motivation to be pirates besides raping, pillaging, murdering, and, in Roger's apparent case, good old-fashioned insanity. That changed with the announcement of the One Piece, which basically just got everyone who would have bought a lottery ticket to become a "pirate." They need to learn how to take a softer, nuanced approach, I think.

We do see Luffy's character change a bit like like >>153290550 said, but half of Luffy's development as a character comes from contextualizing his past actions. We get an earlier flashback for Luffy that further explains why he is trying to become the pirate king and why he is the type of captain he is and takes the actions he does. It explains why would go to the lengths he did to help someone like Vivi and how he views the other people he has met.

I actually find this whole arc kind of silly because after everything Sanji has been through with Luffy he should have known that just walking out on him was a wholly ridiculous prospect.

Like, the dude went head to head with the Buster Call for Nico Robin, and all that bitch does is read. Did he really think Luffy was gonna let his homeboy from East Blue with the cooking skills just waltz out, or that he was gonna give a shit about who he'd have to go up against to do it?

Nothing edgy about that at all. Vivi was idealistic and naive and they both knew it. The difference was that Croc saw it as a reason to scorn her and wanted to prove to her that dream like that are foolish (because WB had dashed his), while Luffy admired the spirit of wanting to protect her people even though he knew she was misguided about the realities of the situation.

I don't think he believably has the makings of a Pirate King, but Luffy has always understood what is at stake in being a true pirate.

In Sanji's defense he didn't initially start out like this during the arc. He was totally against the whole idea and just wanted to take care of the political bullshit so he could get back to the crew, and only avoided letting the crew in on it because it'd delay the Wano plans.

Once his hand was completely forced and he had no options left he tried, and failed miserably, to come off as a traitor so Luffy wouldn't have sympathy for him. Luffy saw through his bullshit immediately though.
